Transneft Far East took additional protection measures for the second line of the pipeline system Eastern Siberia-Pacific Ocean (ESPO-2) from water rise in rivers at the areas where the main oil pipeline passes.
Complex hydrological situation in Primorsky Krai where regime of emergency was announced due to floods does not influence the operation of the ESPO-2 pipeline.
Due to floods Primorsky Krai and negative HydroMetCenter forecast with regards to raising of water level in Khabarovsk Krai and Jewish Autonomous Region caused by heavy rains, Transneft Far East improved measures of onsite facilities (oil pumping stations, communication hubs, and support bases) pipeline infrastructure protection.
Special attention is paid to the points of intersection of pipelines with water obstacles. The Head of District Oil Pipeline Department Dalnorechensk Rustam Kanatov notes that round-the-clock monitoring of water level in rivers is carried out, photographic survey of river channels and hydrologic analysis of waterways state are performed. The areas vulnerable to scouring by flood waters: road route power transmission poles, power supply cable lines, communication lines and facilities are investigated. Observation stations and posts equipped with necessary tools and fixtures are arranged at the most complex areas.
All manufacturing sites of Transneft Far East where emergency vehicles are located and personnel of special units for emergency situations prevention and elimination is based are high alerted.
Visits of special response teams are additionally provided for situation monitoring during floods. Number of aircraft flights of the line section are increased, flights are carried out daily. Oil transportation is performed as usual.
The length of ESPO-2 line is 2047 km, the pipeline passes through the territory of four Far East regions: Khabarovsk Krai, Primorsky Krai, Jewish Autonomous Region and Amur Region. ESPO-2 crosses 41 water obstacle, more than 500 small rivers and streams. 19 underwater passages of the main pipeline through waterways are constructed throughout the ESPO-2 line.
